No. Zanzibar is part of the United Republic of Tanzania. Travelers do not obtain a second, island-only tourist visa after already holding the correct Tanzania entry permission. What people call a “Zanzibar visa” is almost always a Tanzania visa, plus separate island practicalities such as flights, ferries and, where required, inbound insurance.

One country, two travel styles
Zanzibar (Unguja), Pemba and the mainland share Tanzania immigration. They do not share the same packing list, tide table or transfer time. That is why the Zanzibar beach guide and the destinations guide read like different holidays—and why visa paperwork should still be treated as one Tanzania file.
Do not buy two eVisas for one continuous stay in the United Republic.
Where you pass immigration
You complete Tanzania immigration at a designated entry point. For island trips that is commonly:

The eVisa application should list the point where you first present yourself to Tanzania immigration, not the beach hotel you reach two days later.
If Zanzibar is your first landing
International arrival at ZNZ is a Tanzania arrival. Eligible travelers use the same nationality logic as anyone landing at JRO:
- Visa-exempt: do not pay for an eVisa for an ordinary visit
- Service available: one Tanzania eVisa, ZNZ as the port if that is accurate
- Service unavailable or referral: follow that country page; do not invent an island shortcut
Carry the approval (if you needed one), the same passport, onward travel evidence and accommodation details.
If you safari first, then fly or ferry to Zanzibar
Once you have entered Tanzania on the mainland, a DAR–ZNZ or Arusha–ZNZ flight is a domestic connection. You do not apply for a second tourist eVisa to “enter Zanzibar.”
You still need:
- Tickets that the airline will accept
- Time buffers after bush flights
- Any island insurance or local requirement in force that week
Ferry terminals are not a place to fix a missing Tanzania visa. If you have not yet been admitted to Tanzania, sea arrival has to be a designated immigration entry, not an informal beach landing.

Pemba is also part of Tanzania. A holiday split between Unguja and Pemba is still one Tanzania entry if you have already been admitted. It is not a reason to buy a second eVisa.
The DAR–Zanzibar ferry is useful after a mainland landing. It is a terrible place to discover you never applied. If your first Tanzania immigration event is the seaport, the application must say so. If you already entered at DAR or JRO, the ferry is onward travel inside the country.

Insurance and other island rules
Visa permission and travel insurance are different. The Revolutionary Government of Zanzibar has operated an inbound insurance process described on the official Visit Zanzibar portal. Whether it applies to your nationality, routing and dates is a check you make close to travel, not a sentence to copy from an old blog.
Health certificates, drone rules and marine-park tickets are also not visas.
What a Tanzania eVisa does not cover
- Kenya, Rwanda, Uganda or other neighbors
- The right to work
- A guaranteed extension
- Park fees on the mainland or spice-tour tickets on the island
- A visa-exempt traveler's decision to pay anyway

Sample two-centre paperwork
A common holiday is six nights northern safari and four nights Nungwi or Paje.
- Apply for one Tanzania tourist eVisa (or the product your nationality is shown), first port JRO if that is the first immigration landing.
- Do not file a second eVisa for ZNZ.
- Book the JRO–ZNZ or DAR–ZNZ seat as a domestic connection after admission.
- Complete any current Visit Zanzibar insurance step with the same passport name.
- Carry the same approval at both the mainland airport and the island hotel check-in if staff ask.
If the island is first, reverse the ports: ZNZ on the form, then a later flight to the mainland is still the same Tanzania stay.
Stone Town is a city arrival, not a different visa zone from Nungwi. Tides, dress and hotels change; the immigration category does not.
Search results for “Zanzibar visa” mix three different things: Tanzania immigration, island insurance, and hotel check-in paperwork. Only the first is an eVisa. Paying twice because a booking site labelled a transfer as a “visa” is how travelers create duplicate files.
If a villa host asks for a visa copy before sending a driver to ZNZ, send the Tanzania approval, not a Kenya document and not a payment receipt. If they ask for insurance, that is the Visit Zanzibar step, not a second immigration product.
