Safari and Kilimanjaro itineraries are a poor fit for last-minute visa gambling because camps, park fees and climbs are hard to move.
A “complete” file, for the purpose of starting the clock, means the visa type matches the trip, every passenger's passport data matches the bio page, the scans are readable, the arrival date is accepted by the form, and payment has succeeded. A saved draft is not complete. A paid file with a black photograph is not complete. Support asking for a new scan pauses usefulness even if the calendar keeps moving.

Example: applying on a Wednesday
If you submit a complete paid file on a Wednesday, do not count that weekend as two business days. Public holidays in your country and in Tanzania are not always the same.
